I reviewed previous logs while on site and found Mr. Canoehead's photo from September of 2016 which provided some of the best context and it looks like the sidewalk was reconfigured to add a wheelchair cutout and the spot where the cap was located may now be under concrete. A lot can change in the 3+ years since anyone last logged this one.
